RIIWHS205E - Control traffic with a STOP/SLOW bat (full and refresher course)

(inclusive of the units: RIICOM201E - Communicate in the workplace; RIIWHS201E - Work safely and follow WHS policies and procedures)

Who Should Attend

Clients who wish to obtain or continue to hold (renewal) traffic controller accreditation and hold a Queensland Transport Traffic Controller license.

Aim

The aim of the course is to provide clients with the necessary skills and knowledge to allow them to apply for an accredited Traffic Controller Licence in Queensland.

Course Outline

On completion of this course, clients should be able to understand the;

  • authority to control traffic
  • approved dress/ clothing requirements for traffic controllers
  • maximum speed limit for controlling traffic
  • responsibility for Traffic Controller Ahead signs / Prepare to stop signs
  • location of traffic control station
  • procedures for controlling traffic
  • process for communication with others
  • process for controlling traffic at night
  • process for reporting offenders
  • requirements for removing or covering signs when not controlling traffic

 

Pre-requisites

These units of competency do not contain pre-requisite requirements.

Recommended entry requirements

New Clients are to hold or be willing to obtain a Construction White / Blue Card prior to being placed on a construction site to gain the training hours in the Logbook. Clients undertaking the renewal training program are to provide evidence of current existing Traffic Control Industry Authority Card and provide evidence at or before the training date.

 

Mandatory / Client Requirements

Clients are required to attend training with appropriate Personnel Protective Equipment (PPE) for a workplace including safety footwear and their workplace protective clothing suitable for conducting traffic control operations. All clients are to engage in all assessment activities to satisfactorily complete the course.

 

Entry Requirements

Essential entry requirements

Clients to the course must meet the requirements as set out in the Traffic Controller Accreditation Scheme – Approved Procedures (TCASAP)

These requirements are that a person must:

  • be a natural person
  • meet medical fitness and suitability criteria
  • have held an Australian or foreign provisional or open driver licence within the last five years.
  • be capable of entering and exiting the work location safely and unaided
  • have adequate mobility, eyesight and hearing to be able to observe their surrounding work area in all directions during activities
  • have adequate mobility to avoid any potential vehicle impacts, and other work area hazards.

Limitations to entry

Clients who apply to Transport and Main Roads for a Traffic Controller Industry Authority Card after successful completion of the course will be subject to a criminal history check and driving history check to determine their suitability.

Clients will be required to successfully complete an LLND assessment to confirm numeracy, reading writing and language skills at least to ACSF Level 2, prior to enrolment.

It is a requirement that clients wishing to attend this training:

  • be able to stand for periods of 2-3 hours or more. 
  • be able to enter and exit the work location safety and unaided
  • have adequate mobility to be able to avoid vehicle movements,
  • have adequate mobility, eyesight and hearing to be able to observe their surrounding work area in all directions during activities.

 

Training

Clients will receive copies of all training materials required such as:

  • Traffic Controller Workbook,
  • Traffic Controller Ready Reckoner, and
  • Traffic controller accreditation scheme approved procedure, and
  • Transport and Main Roads Queensland Traffic Controller Clothing Standard.

The Code of Practice: Traffic Management for Construction or Maintenance Work will be made available for clients within the training room.

Classroom training consists of theory and demonstration of the understanding of Traffic Control and communication processes, working safely and following Health and Safety procedures over a 1day period. When these classroom activities are successfully completed, clients new to the Traffic Control Industry will receive a Vocational Placement Logbook for completion and return to ASTA within 3 months of the training date. For those clients that are renewing their traffic control accreditation, they are to complete a Currency of Industry Practice Logbook and have this returned to ASTA within 3 months of the training date.

 

Assessment

Clients will undertake a theory assessment on the day of classroom training delivery. The assessment consists of multiple choice, true and false and short answer questions.

Simulation Assessment activity (both new and renewal clients)

A short practical simulation assessment is to be conducted in a controlled environment, after successful completion of the theory assessment. This practice is not to occur on a live site with vehicles and machinery. Work health and safety requirements must be observed at all times during the assessment.

The assessment tool is to be used to assess client comprehension of the program after they have satisfactorily completed the theory assessment component of the program.

For new clients into the Traffic Control Industry

Clients who demonstrate competency by successfully completing the written assessment and simulation assessment are entitled to receive a Certificate of Attendance for the theory component of the training.

At this stage Clients can lodge their Application for Traffic Controller Accreditation Form with the Department of Transport and Main Roads so that the compulsory criminal background check, and traffic offense history checks can be performed whilst the Logbook is being completed. If required, clients can be provided with information on how to lodge their application.

 

Logbook requirements for new clients entering the Traffic Control Industry

On successful completion of the theory assessment and simulation assessment, clients new to the Traffic Control Industry will be issued with a Logbook which includes a full explanation of the requirements for both the client and the employer/supervisor. The client is required to log on the job hours, being directly supervised and signed off by a current and experienced Traffic Control License holder. The hours required to be completed in the Logbook are a minimum of 20 hours prior to return to ASTA within 3 months of the training date.

On successful completion of the Logbook hours, notification is to be provided to ASTA to allow booking of a suitable time and date for an onsite practical assessment to be arranged, or video evidence with supporting documentation is to be provided by an approved third party for verification by ASTA.

 

For Renewing Clients of the Traffic Control Industry

Clients who demonstrate competency by successfully completing the written assessment and simulation assessment are entitled to receive a Certificate of Attendance for the theory component of the training.

A Currentcy of Industry Practice (COIP) form is to be provided and is be completed and provided to ASTA indicating a minimum of 32 hours of Traffic Control experience on live sites (within 3 months of training date).

 

For Renewing Clients of the Traffic Control Industry

On completion and submitting of the Currentcy of Industry Practice (COIP) form the trainer will review the provided information. If the provided information is acceptable, the client is entitled to receive a Statement of Attainment for RIIWHS205E - Control traffic with STOP/SLOW bat; RIICOM201E - Communicate in the workplace; RIIWHS201E - Work safely and follow WHS policies and procedures. Clients may also be eligible for the relevant Traffic Control licence subject to the completion of the appropriate application and payment of fees to the Department of Transport and Main Roads. This license is renewable every 3 years.

 

Delivery

The course will be delivered via a face-to-face format in either ASTA training rooms or at your workplace, depending on numbers and client or workplace requirements. Vocational Placement Logbook and Supervisor Report requirements are to be completed on site under the direction and supervision of an appropriately qualified and experienced person. Onsite assessments by ASTA are to be conducted on client worksites.

For New Clients wishing to enter the Traffic Control Industry

Investment:  $550 per person (classroom training, simulation assessment and site practical assessment)

(NOTE: additional fees may be applicable should the site based practical assessment be outside of the Bundaberg area)

+ Licence application fee payable to the Department of Transport and Main Roads.

 

For Existing Clients that already work in the Traffic Control Industry

Investment:  $400 per person (classroom training, simulation assessment and COIP assessment)
